During a risk identification workshop for a pharmaceutical development project, the team identifies two potential responses to the risk of a key raw material becoming unavailable: (1) negotiate an exclusive supply agreement with the primary vendor now, locking in price and availability for the project duration, or (2) identify and qualify a secondary vendor so an alternative source exists if needed. Both responses have been fully analyzed. The exclusive agreement costs $80,000 upfront and eliminates the risk. The secondary vendor qualification costs $15,000 and reduces impact but does not eliminate the risk. The project has sufficient budget for either. Which response should the project manager recommend?
